1.0 The name of the organization shall be Lincoln County High School Boosters.
Article II - Purpose(s)
2.0 The purpose of the Lincoln County High School Booster Club is to promote and support the education and the athletic programs of Lincoln County High School. Support shall not be limited to groups but also to individuals who wish to compete academically or athletically.
2.1 The support shall include facilitating communication between parents, create liaisons for each team or club, and coordinate fund raisers to enhance school competition.
Article III - Type of Assistance
3.0 Student Support: The purpose of this to assist students who are in need and wish to participate on a club or team.
Method: The coach/organizer/chair of the team or club shall request permission from the boosters President for such purchases, and upon receiving approval, shall purchase the necessary equipment and have it billed to the club.
3.1 Club/Team Support: The purpose of this support is to assist club/team by purchasing equipment used by students or the public at Lincoln County High School.
Method: Projects must be approved by a majority of the club members present at a regularly scheduled meeting of the club. If necessary projects must also be approved by the coach/organizer/chair of the club/team, and the Lincoln County Board of Education.
3.2 Individual Students/Invitational Events: The purpose of this support is to assist individual students in special invitational events.
Method: The student shall submit a request to the President of the LCHS Boosters Club with proof of acceptance or letter of invitation. The student must be currently enrolled in LCHS and in good standing. The event must be determined to either be an honor for the individual students success and/or contribute to the success of the students club/team.
3.3 Fund raiser Assistance/Organization: The Lincoln County High School Boosters will offer to assist any club/team in raising funds to support their goals.
Method: The coach/organizer/chair of the group shall request assistance from the LCHS Booster Club, by doing so he/she agrees that the LCHS Boosters will hold all funds raised. The funds will be in a designated account, and will be released via check, through normal procedures.
Article IV - Membership
4.0 Membership shall be open to all who are willing to promote, work, support, and participate in the activities related to the Lincoln County High School Boosters Club.
4.1 Members must be at least 21 years of age to hold office.
4.2 Membership dues/fess will be determined in the first annual meeting, but shall not exceed $25.00 per individual.
4.3 All paid Booster members shall have the right to vote in official elections and during regularly scheduled meetings.
4.4 It is the duty of every member to conduct themselves in accordance with the by-laws of this club and in a manner that will bring credit to the school and the participating students.
Article V - Meetings
5.0 The schedule of general membership meetings will be communicated at the first meeting for the new year. At least one regular meeting per quarter must be held.
5.1 Special meetings may be called at the request of the President or by five members in good standing.
5.2 Notice of all meetings shall be announce at least five days prior to the scheduled date of the meeting.
5.3 The first meeting of the year will take place in August.
5.4 Executive Committee meetings will be determined as needed by a majority of the Executive Committee.
5.5 All actions will be by the majority vote of the members present.
Article VI - Officers
6.0 The officers of the LCHS Boosters Club shall be elected for a period of two years from the first meeting.
6.1 All elected officers shall be filled by the general membership at the first membership meeting of an election year. The current President shall preside at the first meeting and conduct the voting from all remaining members and all new members present.
6.2 The officers of the Boosters Club by virtue of their office make up the Executive Committee. There are as follows: President, Vice-President, Secretary, Treasurer.
6.3 The Executive Committee shall fill a vacancy in any office if vacated during the year.
6.4 Duties of Officers:
President: The president shall be the chief executive officer of the LCHS Boosters Club and shall with the assistance of the Executive Committee, have general supervision, direction and control of the business affairs of this Club.
1. Presides at all executive board meetings and at all the general membership meetings.
2. Appoints committee chairman as required.
3. Appoint all committees, temporary or permanent.
4. Provides annual report of the work of the Club.
Vice-President: The vice-president shall in the event of the absence or inability of the President exercise his/her office become the acting president of the Club with all the rights, privileges and powers of President. The Vice-President shall assist the President with all matters.
Secretary: The secretary shall keep a book of meeting minutes and is the custodian of all records of such minutes. The secretary will handle all correspondence for the club and will obtain member contact information and submit a roster of all members.
1. Keeps accurate records of all club meetings.
2. Handles all necessary correspondence.
3. Notifies all parties of meetings, special or regular.
4. Keeps a membership list for voting purposes.
5. Keeps a current phone list and e-mail address list, updates it as needed.
6. Takes care of thank you notes.
7. Does monthly or as needed correspondence notes to all members.
Treasurer: The treasurer shall maintain adequate and correct accounts of Booster assets, liabilities, receipts, disbursements, and all income of any sort derived from the Club from any of its activities. The treasurer will be responsible for financial reports.
1. Responsible for the collection of all dues and monies from the Booster Club Members.
2. Responsible for the receiving, accurate recording, and disbursing all funds, including source and amount.
3. Submits bills to the Executive Board and disburses funds as directed and approved by the Executive Board.
4. Shall make financial report to the Club at each meeting and will make the report available.
5. Shall work with the Executive Directors of the Lincoln County Family Resource Network and the Lincoln County Community Foundation.
6. Upon expiration of his/her office the Treasurer shall transfer all properties of the office to the successor.
7. Will keep a current record of all individual accounts which have be designated by the donors and have them available to any member.
Article VII -Finances
7.0 All funds collected are to be deposited in the Lincoln County High School Boosters account with either the Lincoln County Family Resource Network (FRN) or the Lincoln County Community Foundation (LCCF).
7.1 Major fund raisers sponsored by the LCHS Boosters will be determined during membership meetings.
7.2 Upon request of any member, the Treasurer shall allow such member to review their individual account and/or LCHS Boosters Club general income and expense report. Such requests must be in writing.
Article VIII - Elections
8.0 Nominations: The Nominating Committee shall meet before the first annual membership meeting in August to decide on a slate of candidates for office. They will give thoughtful consideration to the qualifications (ie. attendance at meetings, participation in functions, willingness to work, ability to get along with others, etc.) of each candidate before placing their name on the ballot.
During the August Membership meeting the Nominating Committee Chairperson will present their slate of candidates to the Membership. The Chair shall then ask for nominations from the floor, by office. These nominations shall be seconded before being placed on the ballot. When the nominations for that office have been concluded, the chair will ask for a motion that the nominations for that office be closed. The motion must be seconded and voted upon by the general membership.
8.1 Qualifications: The candidate for office must be a current member of the Lincoln County High School Boosters Club. All officers must be at least twenty-one (21) years of age before the elections. No person may hod more than one elected office at any time.
8.2 Balloting: Election of officers will be held in August every other year. Absentee ballots will be allowed, but they must be brought by the Nominating Committee Chairperson to the meeting the day of the election. Absentee ballots must include the members name, address and phone number for verification and to prevent duplicate voting.
The Nominating committee shall be responsible for conducting the election, including verification of eligibility of voting members, counting ballots, and final tabulation. The nominee shall receive a majority, a runoff ballot will be required between the top two vote getters.
In case of any dispute of the election results or the conduct of the election, the members of the Executive Committee and the Nominating Committee shall sit as an ad hoc committee. However, no currently sitting elected officer who is seeking another term in any elected office shall sit as a member of the ad hoc committee. The simple majority vote of this committee, to decide any question or dispute before it. shall be the exclusive and final authority of any question or dispute arising from the election.
The results of the election should be announced before the end of the August meeting. The officers will be installed by the next meeting.
Article IX - Committees
9.0 Permanent or Standing committees shall serve the regular and continuing requirements of the Lincoln County High School Boosters during the current Booster year which begins with the annual meeting in August and ends on July 31st each year. If the committee does not appoint a chair the President of the Boosters shall exercise his/her authority to appoint a chair.
9.1 The Chair of the committee is responsible for keeping the Executive Committee informed of activities.

9.2 A committee chairperson may be removed, with or without cause, by the President or by a majority vote of the committee.
9.3 The name of any committee may be changed by a majority vote during the Boosters Membership meeting.
Article X - Amendments
10.0 The Lincoln County High School Booster by laws may be altered, amended, repealed, or added to by an affirmative vote of the majority of the members present, provided that such amendment has been submitted in writing and read at a previous meeting. The documentation of the adoption of the amendment must be included as a regular part of the agenda of the meeting. Upon passage, amendment shall be recorded in the by-laws.
Article XI - Dissolution Clause
11.0 In the event the Lincoln County High School Boosters Club should dissolve, the remaining funds, after all obligations are satisfied, will be turned over to the Lincoln County Community Foundation to be used in the event the booster Club should start up again. if the funds are not used within 10 years, the LCCF should distribute the funds as scholarships to students who they deem qualified and who are graduates of Lincoln County High School.
Article XII - Termination
12.0 Any member may resign by notifying the Executive Committee. Such resignation shall be effective upon receipt, without the necessity of acceptance.
12.1 Suspension of a Member: A member may be suspended for cause. Sufficient cause for the suspension shall be violation of these bylaws and/or conduct likely to endanger the welfare, interests, or character of the Boosters Club.
Procedure for Suspension:
1. Charges must be presented in writing to the President of the LCHS Boosters.
2. The President will present the charges to the Executive Committee for consideration.
3. If the charges are sustained by a majority of the Executive Committee, at the conclusion of the meeting, the charged member will be suspended for the remainder of the membership year.
